TRAINING AND QUALIFICATION培訓(xùn)和資格1. Purpose 目的This procedure describes the process for training and qualification requirements for personnel activities affecting quality, health and safety and environment.該程序文件規(guī)定了對(duì)產(chǎn)品質(zhì)量、職業(yè)健康和安全以及環(huán)境有關(guān)人員的培訓(xùn)過(guò)程以及資格要求。2. Responsibilities 職責(zé)The Department Manager is responsible for identifying training need with the staff, HR department Is responsible for gather the training requirement to identifying the specific training need with the job description, ensure the qualification of the employee. 部門經(jīng)理與員工確認(rèn)培訓(xùn)需求,人力資源部負(fù)責(zé)識(shí)別特定的培訓(xùn)需求并確保員工具有能完成本職工作的資格。The Human Resource Department is responsible for the organizing, planning and realization of training, and evaluating the overall effectiveness of the training program.人力資源部負(fù)責(zé)培訓(xùn)的組織、計(jì)劃以及實(shí)施,并評(píng)估培訓(xùn)的有效性。Training teacher should be arranged by HR Department.培訓(xùn)師由人力資源部選擇指派。3. Procedure 程序5.1 Identify training needs識(shí)別培訓(xùn)需求A need for training can arise from the balancing of current and future requirements on the one side and worker ability and knowledge on the other. The need for training shall be systematically checked by the department manager when workers take up new positions or are transferred. Job description is the basic which need be obey.部門經(jīng)理對(duì)新進(jìn)和轉(zhuǎn)崗員工擬定培訓(xùn)計(jì)劃,建立培訓(xùn)計(jì)劃的依據(jù)是“崗位說(shuō)明書”。5.3 Training implement 培訓(xùn)實(shí)施Training is provided by informative meetings, discussions in which general or specific questions of quality assurance are covered alongside other topics, special or basic courses, and instruction at work.培訓(xùn)可以以信息會(huì)議、覆蓋其他主題的一般或具體的質(zhì)量保證問(wèn)題的討論、特殊或基礎(chǔ)課程以及工作指導(dǎo)方式提供。In order to prevent errors and faults and to pursue corrective action, employees shall also receive unscheduled training on matters arising in response to internal and external complaints.為了防止錯(cuò)誤和失敗以及實(shí)施糾正措施,員工也應(yīng)接受針對(duì)內(nèi)部或外部的投訴未計(jì)劃的培訓(xùn)。Training is conducted when:培訓(xùn)實(shí)施時(shí)機(jī)a) Changes are made in the quality assurance system or new regulations are adopted.質(zhì)量保證體系的改變或者新規(guī)定的采用b) Shortcomings indicative of incomplete or incorrect application of the stipulated procedures of the quality control system or other activities are identified.缺點(diǎn)表示質(zhì)量控制系統(tǒng)或其他活動(dòng)的規(guī)定的程序運(yùn)用不徹底或錯(cuò)誤運(yùn)用被識(shí)別c) New procedures, systems and equipment are introduced.新程序、系統(tǒng)以及設(shè)備的引用d) Requested by management.管理的需要。5.3.1 Internal Training 內(nèi)訓(xùn)5.3.1.1 Annual training plan 年度計(jì)劃內(nèi)訓(xùn)The training types, schedule and training teacher need be coordinated by HR department according to the annual training plan.人力資源部根據(jù)年度培訓(xùn)計(jì)劃協(xié)調(diào)培訓(xùn)的類型、時(shí)間和培訓(xùn)師In additional, internal training of the training plan need be arranged by HR department also.根據(jù)培訓(xùn)計(jì)劃,由人力資源部組織并安排計(jì)劃中的內(nèi)訓(xùn)。HR department involve in the training process, and provide the written training attendance as the official record.人力資源部跟蹤培訓(xùn)過(guò)程,并提供書面的培訓(xùn)簽到表作為培訓(xùn)記錄的保存。Additional, each department can self-organize training for some specific issues such as one point lesson, the results of training keep by themselves.另外各部門可針對(duì)一些具體問(wèn)題自行組織培訓(xùn),如一點(diǎn)教育,結(jié)果由各部門自行保管。5.3.1.2 Orientations 新員工培訓(xùn)HR department distribute the training file and common training plan on the first day when the employee on board.人力資源部于新員工入職當(dāng)天發(fā)放培訓(xùn)資料和培訓(xùn)計(jì)劃表The training effect need be evaluated after the orientations; HR department will organize the exam to evaluate the new staff through the common test.新員工入職后,人力資源部組織員工參加公共基礎(chǔ)培訓(xùn),并進(jìn)行考核評(píng)估。新員工入職后,人力資源部組織員工先做廠規(guī)廠紀(jì)及安全事項(xiàng)的培訓(xùn),在崗位實(shí)踐二周后進(jìn)行2IP、過(guò)程、工藝等培訓(xùn)。The specific skill requirement of on- job -training need be organized by relevant department who in charge, All the record need be taken by HR.具有特定崗位技能要求的各部門員工,在通過(guò)公共基礎(chǔ)培訓(xùn)后,由各部門組織上崗培訓(xùn)和相關(guān)的考試,考核后,崗位培訓(xùn)計(jì)劃和試卷交由人力資源部保存。5.3.2 External training 外訓(xùn)In the light of annual training plan, HR department execute the external training and select the external training institution according to the training content人力資源部按照年度培訓(xùn)計(jì)劃執(zhí)行外訓(xùn),并根據(jù)培訓(xùn)的內(nèi)容選定外部培訓(xùn)機(jī)構(gòu)進(jìn)行培訓(xùn)External institutions provide the training qualification file or certificate.外部培訓(xùn),由培訓(xùn)機(jī)構(gòu)提供證明成功完成培訓(xùn)的文件或證書。5.4 Training evaluation培訓(xùn)評(píng)估5.4.1 Internal training 內(nèi)訓(xùn)After the internal training, the employee should fill the training implement evaluation form to evaluate the training result and quality which over 2 hour. 年度培訓(xùn)計(jì)劃的內(nèi)訓(xùn)結(jié)束后,員工對(duì)培訓(xùn)活動(dòng)(>2小時(shí))的質(zhì)量和效果進(jìn)行評(píng)估。該記錄將轉(zhuǎn)交人力資源部進(jìn)行管理。5.4.2 Orientation新員工入職培訓(xùn)Common training test score ≥ 60 qualified , the employee can take the post only after pass the exam.公共培訓(xùn)測(cè)試得分≥ 60意味著考試通過(guò),考試合格后才能上崗。人力資源部組織對(duì)新員工的考核,考核不通過(guò)則不錄取。對(duì)通過(guò)考核的員工進(jìn)行崗位培訓(xùn),培訓(xùn)后進(jìn)行獨(dú)立操作的資格認(rèn)證。具備的技能由生產(chǎn)、技術(shù)、質(zhì)量、維修組成的多功能小組的相關(guān)人員進(jìn)行簽字確認(rèn)。一般關(guān)鍵崗位2個(gè)月后進(jìn)行獨(dú)立操作資格認(rèn)證。非關(guān)鍵崗位1個(gè)月后進(jìn)行獨(dú)立操作資格認(rèn)證。Each department manager arranges the position skill evaluation based on the importance of jobs and the need of position, the assessment divided to theory and practice. Multi-disciplinary team (including colleagues from Quality Dept. Production Dept. and Technical Dept.) assess the corresponding content. The score should be more than 80.各部門經(jīng)理根據(jù)崗位的重要性及需要安排崗位技能考核,評(píng)定分理論與實(shí)踐兩部分。由質(zhì)量、技術(shù)、生產(chǎn)等組成的多功能小組考核相應(yīng)的內(nèi)容,考核結(jié)果80分為合格。5.4.3 External training外訓(xùn)The trainee need fill the training implement evaluation after the training, and the superior need evaluate the training effectiveness after three months, all the record should be archived at HR department. 培訓(xùn)結(jié)束后,學(xué)員需填寫培訓(xùn)培訓(xùn)實(shí)施評(píng)估表(學(xué)員填寫) ;培訓(xùn)結(jié)束后滿3個(gè)月,由部門經(jīng)理填寫培訓(xùn)效果評(píng)估表(經(jīng)理填寫) ,所有的培訓(xùn)評(píng)估資料均由人力資源部統(tǒng)一保管。5.5 Qualification資格Requirements for qualification of the personnel are given at all levels through a “Description of tasks & duties”.“崗位說(shuō)明書中”規(guī)定了人員的所有資格水平要求。Internal qualification measures shall be recorded in HR Department (Qualifications matrix). The HR Department is responsible for the co-ordination and evaluation of internal &external training 員工內(nèi)部資格的評(píng)估結(jié)果(資格矩陣)應(yīng)記錄在人力資源部。人力資源部負(fù)責(zé)內(nèi)外部培訓(xùn)的協(xié)調(diào)及評(píng)估。The effectiveness of the orientation performed is examined by the superior and confirmed by the employee. After completing the orientation, the superior and the employee confirm the success of the orientation in writing. 入職培訓(xùn)執(zhí)行的有效性的考核由培訓(xùn)師完成并得到員工的證實(shí)。完成入職培訓(xùn)后,培訓(xùn)負(fù)責(zé)人和員工一起以書面的形式確認(rèn)入職培訓(xùn)的完成。Manufacturing employees working in production can only be given a corresponding entry in the matrix ofqualification for their department once they successfully pass internal examination (including internal transfer).、無(wú)論是多技能培訓(xùn)還是內(nèi)部轉(zhuǎn)崗,成功的通過(guò)考試的生產(chǎn)員工,才能被放入他們部門的資格矩陣。The implementation of qualification measures required by law (especial equipment, work safety, first-aid courses, etc.) is to be documented in attendance lists. 法規(guī)規(guī)定的資格的評(píng)估(工作安全、急救課程等)應(yīng)記錄在案。研討會(huì)形式的培訓(xùn)不需要登記和評(píng)估。Employees who were not able to achieve this qualification successfully must accordingly be given supplementary follow-up training to qualify them, or be deployed in a post that is appropriate for them. WithNewly-appointed employees, the employment relationship is to be terminated in the event that they do not successfully complete the induction.不能成功獲得資格的員工應(yīng)安排輔助的培訓(xùn)以進(jìn)一步對(duì)他們進(jìn)行資格認(rèn)證,或轉(zhuǎn)到與其具備技能相適應(yīng)的崗位。轉(zhuǎn)崗后的員工如還不能成功具備新崗位所要求的資格的話,公司將會(huì)與其終結(jié)雇傭關(guān)系。Job matrix definition: Pass the common training exam.During the position skill training, basic skill (operate under the guidance)Qualification (independent operation / training assistant )Experienced (can be training operator)一般新進(jìn)員工通過(guò)公共基礎(chǔ)培訓(xùn)考試后在資格矩陣上表示為 制定了相應(yīng)的崗位技能培訓(xùn)計(jì)劃,在崗位培訓(xùn)過(guò)程中表示為 具有基本技能,不能獨(dú)立操作,需要有資格的員工輔助,在經(jīng)過(guò)崗位技能評(píng)定合格后表示為 有資格(可以能獨(dú)立操作),也可以輔助進(jìn)行培訓(xùn), 則表示有豐富經(jīng)驗(yàn)(可以培訓(xùn)新工人) 。Job matrix must be validated by approver and date.資格矩陣必須有日期和批準(zhǔn)人的信息。Otherwise, compensation standard of Non-flexible position will be modulated after matrix skill assessment per year. Above level can attend matrix skill examination.另外,一般每年對(duì)關(guān)鍵崗位進(jìn)行一次多技能考核以提升員工,在資格矩陣上表示為 才能參加多技能考核。對(duì)于多技能,生產(chǎn)部門可以提出技能培訓(xùn),并有培訓(xùn)計(jì)劃,各部門針對(duì)生產(chǎn)部門的培訓(xùn)計(jì)劃組織培訓(xùn),培訓(xùn)頻次一季度一次。多技能的資格認(rèn)證需要生產(chǎn)、技術(shù)、質(zhì)量、維修等組成的多功能小組的相關(guān)人員的簽字確認(rèn)。認(rèn)證后相關(guān)技能超過(guò)3個(gè)月未在相關(guān)崗位上操作的,則資格喪失,需要重新培訓(xùn)。6.
