《建筑工程質(zhì)量管理條例》及國家、省市有關法律、法規(guī)。3、國家現(xiàn)行的有關技術標準、施工質(zhì)量驗收規(guī)范、工程質(zhì)量評定標準及省市有關規(guī)定。4、國家現(xiàn)行的有關建設工程施工現(xiàn)場管理規(guī)定、安全技術規(guī)范與操作規(guī)程,省市有關安全、文明、消防等規(guī)定。5、公司 ISO9001 本施工組織設計編制的基本原則1、認真貫徹國家對工程建設的各項方針政策,嚴格執(zhí)行工程建設程序。2、保證重點,統(tǒng)籌安排,遵守承諾。3、尊循建筑施工工藝及其技術規(guī)律,堅持合理的施工程序和施工順序。4、采用工程網(wǎng)絡計劃技術和其它現(xiàn)代管理方法,組織有節(jié)奏、連續(xù)地施工。5、科學地安排冬雨季施工項目,保證全年施工的均衡性和連續(xù)性。6、充分利用現(xiàn)有施工機械和設備,擴大機械化施工范圍,提高施工項目機械化程度,不斷改善勞動條件,提高勞動生產(chǎn)率。7、盡量利用先進施工技術,科學地確定施工方案,嚴格控制工程質(zhì)量,確保安全施工,努力縮短工期,不斷降低工程成本。8、科學地規(guī)劃施工平面圖,減少施工用地,合理儲存建設物資,減少物資運輸量。第 2 章 工程概況2.1 工程簡介江南街道紅旗經(jīng)濟合作社汪家店、后姜村民公寓式建房工程位于東陽街以西,佳友苑以南。該工程施工圖紙已完成,場地三通一平已完成,已具備開工條件。建設單位:金華市婺城區(qū)江南街道紅旗經(jīng)濟合作社勘察單位:金華市大華勘察工程有限公司設計單位:上海同大規(guī)劃建筑設計有限公司監(jiān)理單位:浙江永安工程監(jiān)理咨詢有限公司 浙 江 理 工 大 學 2施工單位:展望園林建設有限公司2.2 建筑設計該工程包括汪家店 1#~6#樓及后姜 1#~3#樓。地下室為框架結構、其余為砌體結構,總建筑面積為 50862.84㎡,其中計容積率部分建筑面積:32769.47㎡,不計容積率部分建筑面積:地上 4218.7㎡;地下 13874.67㎡,地下室建筑高度-6.5 米,其余建筑高度為 16.7 米,六層。設計使用年限為 50 年;建筑耐火等級二級;屋面防水等級Ⅱ級;防雷等級二級。內(nèi)墻: 有毛坯抹灰墻面、水泥砂漿墻面等。樓地面: 有水泥砂漿、防水樓面等。頂棚: 涂料頂棚。外墻: 面磚墻面,涂料墻面。屋面:有隔熱層上人屋面和無隔熱層不上人屋面。具體做法詳見施工圖紙。2.3 結構設計1、該工程基礎采用柱下獨立基礎。上部主體現(xiàn)澆鋼筋混凝土框架(砌體)結構。2、材料1)混凝土:混凝土強度等級除注明外如下:墊層為 C15,,基礎為 C35,主體為 C25。2)鋼材: ①Φ 表示 HPB235 級鋼筋,Φ 表示 HRB335 級鋼筋;②埋件采用Q235B 鋼;吊環(huán)、吊鉤采用 HPB235 級鋼筋,嚴禁采用冷加工鋼筋;3)砌體:①±0.000 以下墻體采用 M15 混凝土實心磚, M10 水泥砂漿砌筑,兩 浙 江 理 工 大 學 3側(cè)粉 1:2.5 水泥砂漿;②±0.000 以上采用 MU10 頁巖多孔磚, M7.5 混合砂漿砌筑。具體詳見結構說明。第 3 章 工程目標3.1 質(zhì)量目標確保工程質(zhì)量達到國家質(zhì)量驗收標準合格。3.2 工期目標根據(jù)施工合同的要求,結合本公司類似工程的施工經(jīng)驗確保在 300 天內(nèi)完成所有招標文件規(guī)定的全部工作內(nèi)容。3.3 管理目標采用現(xiàn)代化科學管理技術,達到一流項目管理水平,采用住房和城鄉(xiāng)建設部推廣應用的十項新技術、新工藝,爭創(chuàng)省新技術應用示范工程。3.4 現(xiàn)場目標按金華市安全文明施工標化工地標準組織施工。第 4章 施工組織管理體系4.1 施工管理體系本工程作為重點建設工程,我公司予以高度重視,將作為公司跨年度重點創(chuàng)優(yōu)工程。作為重中之重,將成立重點工程指揮部,項目部實行項目經(jīng)理責任制,??顚S?,實行內(nèi)部獨立核算。公司采取責任與效益掛鉤的原則,充分發(fā)揮每個員工的積極性,我公司各職能部門將大力支持、配合,做好督促和服務工作。本公司決策層十分重視本工程的施工,在勞動力、材料、機械設備、資金上將大力支持,確保供應。同時,由于有業(yè)主、設計單位、監(jiān)理公司的積極支持和配合,經(jīng)過項目部全體員工的共同努力,一定能確保本工程優(yōu)質(zhì)、安全、文明和如期竣工。根據(jù)本工程的特殊性和重要性,我們決定安排選派本公司曾施工過類似本工程結 浙 江 理 工 大 學 4構形式的優(yōu)秀項目班子進駐現(xiàn)場。我們將以該項目經(jīng)理部原班人馬為主,迅速組建一個業(yè)務精、素質(zhì)好、作風正、能打硬仗、強有力的項目經(jīng)理部。本著對業(yè)主單位高度負責的精神,嚴格按照施工組織設計和項目法施工的要求,層層落實分項工程和專業(yè)施工承包責任制,嚴格獎罰制度,從組織上、技術上保證工程順利進行。4.2 項目管理組織機構設置為圓滿完成本工程的各項目標的實現(xiàn),我公司將實行“項目法”組織施工,實行優(yōu)化組合,建立一支確實可靠、善經(jīng)營、懂管理、具有豐富建筑施工經(jīng)驗,優(yōu)質(zhì)高效的項目施工隊伍,在公司的直接領導下正常開展工作,實現(xiàn)人、財、物統(tǒng)一調(diào)度。由項目經(jīng)理代表企業(yè)法人,對工程目標(質(zhì)量、進度、安全、文明施工、科學管理、經(jīng)濟效益等)全面負責。4.2.1 項目經(jīng)理部設置程序(1)現(xiàn)場項目經(jīng)理部在工程指揮部的統(tǒng)一部署、 協(xié)調(diào)下負責本工程的全面工作。(2)在現(xiàn)場項目經(jīng)理部的項目經(jīng)理主持下開展全方位的具體工作。鑒于本工程的面積較大、工期緊迫的特點,項目經(jīng)理部設技術總負責人和主管生產(chǎn)的項目副經(jīng)理各一名??紤]本工程工期緊,投入勞動力較大的特點,項目部設立一名項目副經(jīng)理主管生活后勤加強對事務的管理。整個項目部以此框架設立,并通過各職能部室逐級下延,直到班組。項目經(jīng)理簡介及項目經(jīng)理部成員簡介見技術標“項目管理班子配備情況表”。 浙 江 理 工 大 學 7第 5 章 施工部署本公司在認真審閱施工圖紙,對本工程的施工組織部署如下:5.1 工程總體施工程序本工程要按照既定目標完成本次招標范圍內(nèi)的所有施工任務,在總體安排上以如下秩序安排施工:按照先地下后地上,先結構后裝飾,先土建后設備,裝修在最后的總原則組織施工。在工程安排上,抓關鍵線路,突出重點,其主要工序的施工順序如下:土方工程→基礎工程→主體結構→屋面工程→裝飾工程→設備安裝與調(diào)試。裝修工程:先上后下,先墻面、后地面、門窗;內(nèi)外平衡,根據(jù)需要立體交叉作業(yè)。安裝工程:隨土建結構施工預埋,裝飾施工交叉作業(yè)。在施工中應特別注意安排好土建總包和各專業(yè)分包單位的配備,更好地實施平面流水、交叉作業(yè)?,F(xiàn)場成立由建設單位、建設監(jiān)理、總包單位和各專業(yè)分包單位負責人組成的工程指揮部,定期召開協(xié)調(diào)會,及時解決施工中碰到的實際問題,從而加快施工進度,達到有序施工、勞動力均衡分布的效果。5.2 施工區(qū)段劃分根據(jù)工程結構情況和業(yè)主對進度的要求組織平行施工。5.3 節(jié)點工期控制詳?shù)谑鹿こ坦て凇?5.4 施工用水、電、道路施工用水、電均已接至現(xiàn)場,可滿足施工需求。5.4.1 施工用水供水線路詳見施工場地平面布置圖。施工現(xiàn)場管網(wǎng)水平安裝按實際需要,可遍布施工現(xiàn)場。主線路上每隔 30m 設三通龍頭,以方便接水。 管網(wǎng)豎向沿主體往上安裝。視施工方便,每層豎向管用管子 浙 江 理 工 大 學 8卡固定在墻上,每層設置出水龍頭六個,樓層中水平供水采用水平管與橡皮管結合。注意事項:(1)豎管安裝時,每層設置一個活接頭, 便于管道損壞的維修。(2) 根據(jù)施工要求派專人對用水線路做定期的檢查和保養(yǎng)維修。(3)冬季施工所有管道均需保溫防凍。(4) 生活用水與施工用水分設管道,所有管道鋪設均由專業(yè)施工人員完成,并統(tǒng)一受現(xiàn)場管理人員調(diào)配。5.4.2 施工用電施工生產(chǎn)、生活用電分開?,F(xiàn)場設生活用電、大型機具用電、樓層用電、加工車間用電共四條線路,既能保證各種電氣設備的用電容量,又可減少大型設備使用時對其他設備的影響。生活用電能滿足照明、空調(diào)、電腦等需求為標準,并確保進戶前統(tǒng)一進行線路管理,采取有效的安全防護措施。樓層用電每層設一分配電箱。施工用電采用三相五線制配線。用電主線路使用五芯電纜,入地敷設,現(xiàn)場設置安全總配電箱一只,按線路接出要求設置分配電箱。另備充足的手提式安全配電箱。分配電箱、開關箱按三級配電兩級保護的要求配置。進場后需編制專項用電方案,做好防護措施,確保用電安全可靠。線路布置詳見施工場地平面布置圖。5.4.3 施工道路、場地根據(jù)現(xiàn)場實際情況,施工道路和場地在進行放樣之前應稍作平整,包括道路鋪設30 厚塘渣墊層和場地硬化,以滿足車輛進出通暢。5.5 施工場地平面布置場地的平面布置須經(jīng)業(yè)主和監(jiān)理單位的認可,并應服從安排。根據(jù)場地情況,蘭溪街作為施工進場道路。根據(jù)現(xiàn)場的位置和施工要求,擬在場地西面和南面開設大門,作為主要的出入口?,F(xiàn)場磚砌圍墻,高 2.5m,進一步裝修,上鋪琉璃瓦,每隔 8m 設小燈箱。考慮垂直運輸?shù)男枰?,施工時現(xiàn)場設塔吊四臺。進場后應以標化要求進行布置。使用場地內(nèi)澆筑砼硬地坪,并設置排水溝、沉淀池,將積水排入市政管道,確保整個施工期間場地不積水。場地布置詳見附圖。 浙 江 理 工 大 學 95.6 主要機具配備根據(jù)現(xiàn)場實際情況,設置塔吊四臺。其余設備詳總平面及施工機械用量計劃表,以保證快速施工時對半成品、材料的運輸需求。具體布置詳見施工場地平面布置圖。具體機具數(shù)量型號等詳見第九章“主要施工機具及勞動力配備計劃” 。5.7 鋼筋工程現(xiàn)場搭設鋼筋加工棚鋼筋采用現(xiàn)場加工制作,各類鋼筋作好進場記錄、驗收之后,必須按公司質(zhì)量體系程序文件的要求作好標識,分類堆放,加以保護,以便于下料。配備鋼筋切斷機 1 臺,鋼筋對焊機 1 臺,鋼筋彎曲機 1 臺。詳見第九章“主要施工機具及勞動力配備計劃” 。5.8 模板工程為保證混凝土質(zhì)量,模板采用九夾板,與定型模板相配合。承重架采用鋼管搭設,主體現(xiàn)場配備木工加工機械 3 套。模板體系設計計算詳見第八章相關內(nèi)容。5.9 砼工程根據(jù)要求,本工程結構砼采用商品砼,零星混凝土采用自拌砼。5.10 腳手架工程根據(jù)本工程情況,采用落地式雙排扣件鋼管架,密目尼龍安全網(wǎng)圍護。5.11 工程定位、水準點的確定對甲方提供的高程、坐標基準點,按規(guī)定辦理交接手續(xù),并做好保護措施。定位后引測龍門板,配合當?shù)匾?guī)劃部門進行定位記錄、復核,無誤后方可開工。5.12 各專業(yè)工種的協(xié)調(diào)由于本工程的專業(yè)施工隊伍較多,各工種之間聯(lián)系密切。施工中任一工種的進度均將直接影響其它工種,因此各工種之間必須密切配合協(xié)調(diào)一致,這樣才能使施工得以順利進行。我公司將切實承擔責任,全面負責各專業(yè)隊伍的協(xié)調(diào)工作,同時將積極參與各施工單位間的協(xié)調(diào)配合工作,與建設單位、監(jiān)理單位、各專業(yè)分包單位共同組成現(xiàn)場指揮部,協(xié)調(diào)施工進度,解決在施工中產(chǎn)生的質(zhì)量、安全等方面的各種問題, 浙 江 理 工 大 學 10確保施工的順利進行。5.13 文明施工、環(huán)境保護本工程地處金華市內(nèi),我公司將全面負責處理好施工現(xiàn)場與周圍單位、居民等的各種關系,搞好治安、文明施工,落實好現(xiàn)場排水、排污等問題,切實做好環(huán)境保護工作,并充分考慮可能發(fā)生的各種問題,以便及時采取措施,迅速加以解決,防止發(fā)生意外。第 6 章 施工準備6.1 項目部設置及人力資源組織詳見第四章。6.2 技術準備1、組織各相關的工程技術人員,熟悉圖紙及有關資料,提出問題,及時會同建設單位做好圖紙會審,做好各項測算工作。2、認真研究地質(zhì)勘探資料,做好地上地下管網(wǎng)等線路的保護措施,搞好水準點的引測布設工作。同時根據(jù)地下水位情況,做好相應的技術措施。3、了解當?shù)氐乃馁Y料,合理編制、安排好不同季節(jié)的施工任務,同氣象部門建立聯(lián)系網(wǎng)絡,根據(jù)氣象情況隨時調(diào)整施工進度網(wǎng)絡節(jié)點。4、組織相關人員對施工組織設計進行技術交底和學習討論,并做好施工圖變更和各分項工程書面技術交底,向有關操作人員進行交底。5、組織各職能人員和操作專業(yè)隊,針對施工圖要求學習有關施工規(guī)范,質(zhì)量驗收標準、新材料新工藝等技術準備工作。6、組織技術人員編制復雜的分項工程施工方案和組織職能人員研討技術質(zhì)量等攻關項目,成立 QC小組進行攻關。7、根據(jù)材料計劃及不同施工階段的材料用量,確定材料供應源,保證材料質(zhì)量,同時必須滿足施工要求。8、根據(jù)工程進度計劃,組織勞動力, 按不同施工期滿足相應的各種工種操作工作, 浙 江 理 工 大 學 11并及時做好上崗前各工種“三級”安全教育及新工人上崗教育。9、根據(jù)建筑法規(guī)定,協(xié)助業(yè)主及時辦理施工許可證。10、做好計量準備工作,組織技術人員校正測量工具,現(xiàn)場取樣試配各級砼、砂漿的級配。11、協(xié)助規(guī)劃部門工程定位放線和水準基點引測及設置,并由建設單位復核確認。12、制定創(chuàng)優(yōu)質(zhì)工程技術保證、管理保證措施,與相關人員簽訂責任狀,以確保履行合同質(zhì)量約定。6.3 現(xiàn)場質(zhì)量管理計劃6.3.1 技術交底各分部工程施工前,必須進行認真仔細地交底,明確質(zhì)量目標,施工要求,控制要點。其交底內(nèi)容做到詳細、具體、全面,可操作,有針對性。6.3.2 工序控制每道工序質(zhì)量實行監(jiān)控制度,對各工序施工質(zhì)量、操作者、材料、施工機械實現(xiàn)全過程控制,按基礎、主體、裝修等各個階段安排具體檢查人員,施工到哪里就檢查到哪里,發(fā)現(xiàn)問題及時糾正,上道工序不合格,不準進入下道工序施工。6.3.3 技術復核在施工過程中,對各種尺寸、軸線、標高、坡度應及時復核,直至符合要求,復核工作由項目技術負責人組織,并及時做好記錄工作。6.3.4 材料質(zhì)量控制按設計要求和國家有關標準驗收標準、規(guī)格、數(shù)量、半成品材料的外觀尺寸及其數(shù)量,同時檢查合格證書,不符合要求的材料不準使用,及時退出現(xiàn)場,請建設單位及監(jiān)理單位驗收。6.3.5 質(zhì)量檢查施工班組每天檢查工作質(zhì)量,當天工作量當天檢查,不符合要求的產(chǎn)品決不留至第二天,現(xiàn)場項目部組織人員進行不定時的抽查,以便及時糾正甚至返工重來。公司質(zhì)檢科每半月一次檢查工程質(zhì)量。 浙 江 理 工 大 學 126.3.6 做好職工的質(zhì)量意識教育施工前,對操作人員進行質(zhì)量意識教育,講明重要性,質(zhì)量目標和質(zhì)量要求,明確各自的責任,使職工樹立較強的質(zhì)量意識,在施工過程中,對違章者要及時予以指出,對屢教不改者給予批評教育直到清退出場。6.3.7 建筑工程與安裝工程施工的配合土建與水電施工應協(xié)調(diào)一致,共同創(chuàng)出優(yōu)質(zhì)工程,每周至少協(xié)調(diào)一次,以使施工中碰到的問題能及時解決,合理安排水電安裝人員,特別是管道預留孔填實后,灌水試驗 48 小時確認無滲漏水后再進行面層施工。6.3.8 隱蔽工程驗收根據(jù)被下道工序隱蔽的工程必須進行驗收的規(guī)定,項目經(jīng)理部應組織有關單位人員參加檢驗批、分項工程、分部(子分部)工程的驗收,并做有關書面記錄、簽證工作,以避免發(fā)生隱蔽工程項目漏檢情況,給工程造成隱患,不利于工程的順利進行和完成。6.3.9 砼及砂漿試塊根據(jù)《混凝土工程施工質(zhì)量驗收規(guī)范》的規(guī)定以及金華市關于材料檢測取樣的最新規(guī)定,結合單位工程的實際情況,規(guī)劃好工程各部位各種強度等級的砼試塊。根據(jù)《砌體工程施工質(zhì)量驗收規(guī)范》的規(guī)定及工程的實際情況,按規(guī)定制作砂漿試塊。6.4 物力資源及工作安排的準備6.4.1 現(xiàn)場準備開工前:根據(jù)藍圖及建設單位提供定位依據(jù),對工程定位放線、設置永久軸線控制線和水準基準點。接通現(xiàn)場用水用電,調(diào)集機械設備管理操作人員進場,按場布圖搭設臨時用房,并儲備好一定數(shù)量的周轉(zhuǎn)材料。6.4.2 勞動力、機具、材料設備準備⑴勞動力組織準備調(diào)配好各施工班組,對特殊工種,作業(yè)人員查驗有效證件,并進行上崗前培訓考核;對職工進行上崗前技藝、安全教育培訓并考核合格;對職工進行工程目標交底, 浙 江 理 工 大 學 13對施工班組簽定好施工目標責任書。⑵組織材料、機具及設備進場或提前訂貨。6.4.3 施工準備工作及時間表施工準備工作⑴了解地形地貌,周圍環(huán)境,外部施工條件,接收及查閱打樁資料。⑵全面完善現(xiàn)場三通一平工作,接通水源、電源,完成現(xiàn)場施工道路的鋪設。⑶搭設臨時設施,包括生活設施及生產(chǎn)設施兩部分。⑷組織好現(xiàn)場施工管理班子,首先安排好現(xiàn)場辦公材料,值班、保安及后勤服務人員進場。⑸落實好
